Up to 1918 the responsibility for the aerial war was divided between the office of the war and the “Admiralty.” Only when the Ministry of the air was established that the year was a Directory separate from the intelligence of the created air. The intelligence of the air was interested in allied airplane and enemy, their systems and armament of fuel, and in aerodromes.
